- move from deprecated uv dev-dependencies to dependency-groups
- mark docs as requiring python 3.12
- update the readthedocs config to current versions of ubuntu and python, and to install deps using uv
Lets us upgrade sphinx, which dropped support for 3.9.
This has been broken at least since the switch to uv
