Description of changes
Types have gotten stricter and there isn't a clear pattern for inferencing the output type because we are merging styles, tokens, fragments and everything else. Regardless we do need the output to be the right type so this just adds the ability for mergeStyles to take a style type template parameter so we can set the output type correctly.
