Add NewTabPageLocation policy to display DuckDuckGo's start page (https://start.duckduckgo.com/) when opening new tabs. This complements the existing DefaultSearchProvider settings from #128 by providing a consistent DuckDuckGo experience with logo and search box on the new tab page.
