Description:
This PR adds Hiero CLI docs, including:

  • Full command reference with common command examples for the more complex plugins
  • Guide for token create-from-file specification
  • Global flags and Config explanations
  • Scripting quickstart
  • Clear landing page for the Hiero CLI
