“The Operating System for Nation-States.”
Identity · Payments · Registries · Data Exchange · Smart Cities · Audit & Compliance
TEOS is an Egypt-originated, constitution-first framework for building sovereign Digital Public Infrastructure (DPI).
Designed for national governments, regulators, and international financial institutions (IFIs), TEOS enforces:
- Law over code
- Human authority over automation
- Cryptography as enforcement, not symbolism
- Auditability by default
All systems are anchored in the International Civic Blockchain Constitution (ICBC) and governed through non-forkable sovereign standards under the TESL license.
TEOS implements the World Bank / GovStack DPI Hourglass Model, ensuring a narrow, stable core with unlimited innovation above and resilient infrastructure below.
| Layer | Function | TEOS Implementation |
|---|---|---|
| Applications | Public & Civic Services | Smart Cities, Health, Mobility, Gov Apps |
| Core (Waist) | DPI Standards | Identity (eID) · Payments (BankChain) · Data Exchange (Nilex) |
| Infrastructure | Sovereign Tech Base | Elmahrosa-Core · Sovereign Mesh · Multi-Chain (SOL / ETH / BTC) |
This organization operates as a Unified Sovereign Mesh.
Every repository is:
- Constitution-bound
- Audit-addressable
- Authority-aware
36+ classified repositories are synchronized through governed workflows, not ad-hoc development.
Key properties
- Recursive Governance: Projects linked through controlled dependency chains
- Audit-Ready DNA: Standardized
/auditand/governancemanifests - Constitutional Validation: Logic must pass ICBC compliance checks before execution
No repository is sovereign in isolation.
Authority flows top-down, never laterally.

Role: The global standard layer for governing Digital Public Infrastructure.
Defines:
- Sovereign DPI patterns
- Compliance modules
- Interoperability rules
- Tooling for governed deployment
Role: The Sovereign DPI Kernel and Root of Trust.
Defines:
- Authority chains
- Cryptographic legitimacy
- Governance boundaries
- Legal and institutional supremacy
All downstream repositories derive validity from this Constitution.
Role: Executable governance logic derived strictly from the Constitution.
Includes:
- Proposal and ratification workflows
- Voting and authority validation
- Compliance enforcement mechanisms
No governance logic exists outside constitutional bounds.
Role: The Central Governance Engine & Ecosystem Registry — the system’s heartbeat.
Responsible for:
- Authority resolution
- Sovereign component registry
- Cross-system execution validation
- Institutional coordination logic
Role: The integrated reference implementation.
Demonstrates how constitutional law, governance logic, and execution layers operate together in a state-grade deployment.
Used for:
- Institutional review
- Technical validation
- International audits and presentations
Role: Egypt-specific sovereign deployment stack.
Contains:
- National configurations
- State execution parameters
- Government-level integrations
Private by design. This is an implementation, not a standard.
TEOS modularizes DPI according to GovStack (ITU / World Bank) specifications:
- 🆔 Identity: W3C-compliant DIDs & Verifiable Credentials
- 💳 Payments: Regulated sovereign rails (BankChain, FundsChain)
- 📊 Registries: Land, health, and civic data vaults
- 🔗 Information Mediator: Secure cross-agency exchange (Nilex Engine)
Governments and institutions can initialize sovereign infrastructure using the TEOS Forge CLI.
npm install -g @teos/forge-cli
teos init my-dpi-project --template identity-registry
teos validate
teos deploy --testnet
teos audit --export pdfEvery project begins governed. No code executes outside constitutional boundaries.
- Phase I — Constitutional Linking
- Phase II — Institutional Pilots (Q1–Q2)
- Phase III — Continental Scaling (Q3–Q4)
