Description
When a user submits an MHA request, their status will be set to
pending. This means that a user cannot edit the form until they are given permission (status isaction_required- user can also editin_progressbut that is for a new form). Since users will be taken to the Receipt page immediately after submitting, it makes no sense to include an edit link for MHA.Testing
