Add a contributing.md file #2
Description
We should have a CONTRIBUTING.md file to help users get started
It would be nice to refer to the tskit developer docs in there as well, but some stuff will be misleading if people are coming in from (say) msprime.
I guess we could do a different contributing file for repos in which we do have developer docs.
