divide scripts directories up more precisely

When we split the repo up, the scripts directories will each serve as a "function" in the monopacker mini-language.  "Install Linux", "Install foo-worker", etc.  So let's treat them as function calls and explicitly define their arguments (variables) and behavior in a README.
