Update README to note that contributions are NOT accepted, project is not being maintained #909
Description
Currently the README suggests that contributions and bug reports are accepted, however the bug reports and contributions are in fact NOT being accepted, rather they are ignored.
The project README could be updated to say for example "This project is currently not under active development and issues and pull requests will not be attended to." This can avoid some confusion with people thinking they should submit bug reports or pull requests that will ultimately be ignored.
