Import the latest publication from UNECE

By downloading the csv version of the UNLOCODE from https://unece.org/trade/cefact/UNLOCODE-Download to create a base starting point.

We should add to this repository in Github that is separated by Country for readability as well as maintaining a complete download for those who wish to consume the complete file at once.

• Create a script to download the file from UN
• Join all csv files from the download into a single file and include in folder unlocodes/complete
• Create country specific files in the repository in folder unlocodes/country/XX

Note that the UN should consider publishing a more static URL i.e. https://service.unece.org/trade/locode/latest which points at the latest release rather than using https://service.unece.org/trade/locode/loc212csv.zip which would change each time.
