Ability to put users in multiple groups for alert notifications

We dispatch for 11 fire departments in our county. We have each department setup as a group. Each personnel is added to their respected group/dept. However we have multiple folks who are on multiple departments. There needs to be away the admins can select which alerts each personnel gets or ability to add them to multiple groups. This would allow Firemen 1 to get alerts from dept 1, as well as when dept2 is sent a alert.

As well as admin would like to get all the notifications that go through the dispatch center, in the event of a major incident the admins are alerted as well.

This is complicated.

The user/group relationship also contains all the permissions that the user is allowed to perform. Fundamentally this a pretty large change. I'll add an investigation to the backlog to take a look to see what options there are.

My recommendation right now would be use Roles (as a user can be multiple of those) for dispatching those users. You can dispatch the "Station 1" group and also dispatch the "Station 1" role, users won't get duplicate dispatches (if they are in the multiple roles and groups part of the dispatch) but that ensures users outside of the group will get the dispatches. I've created another task and added it to the backlog to build the capability that would allow for auto-selection of specific roles when a group is added to the dispatch (i.e. adding Station 1 group to the call would also default to adding the Station 1 role to the call).
