Duplicate text archive error not thrown when reading from ROM

Read-Text-Archives message_eng_tpl --format tpl
Read-Text-Archives mmbn1.gba
```
The above should throw an error, but doesn't: "Text archive is already loaded and patch mode is not enabled."

Cause is duplicate text archives not being checked in `WriteTextArchivesFile()`.
