Add City Name Location Lookup

The following was submitted in a PR comment:

Enhancement: Support city names in addition to zip codes.

Current options:

lat_lon: [40.7128, -74.0060]
zip_info: ["10001", "US"]

Suggested addition:
city_info: ["Amsterdam", "NL"] # City name + country code

With the following priority order of location options:

1. lat_lon (explicit)
2. city_info (user-friendly)
3. zip_info (specific)
4. IP lookup (automatic fallback)

I propose the following tweaked priority, going from most to least specific (with the fallback option being an exception):

1. lat_lon (explicit)
2. zip_info (specific)
3. city_info (user-friendly)
4. IP lookup (automatic fallback)
